山東:到2025年,建成高速公路服務區充電站100座

2022年11月3日,山東(dong)省(sheng)人(ren)民政(zheng)府印發《山東(dong)省(sheng)“十四(si)五”節能減排實施方案》(以下簡(jian)稱《方案》),新(xin)能源汽(qi)車、充換電(dian)方面,《方案》明確:

交通物流節能減排工程。新增或更新的城市公共汽車(除應急救援車輛外)全部采用新能源車輛,新增或更新的出租車輛中新能源和清潔能源比例不低于80%。有序推進充換電、加注(氣)、加氫、港口機場岸電等基礎設施建設,到2025年,建成高速公路服務區充電站100座。

公共機構能效提升工程(cheng)。加快(kuai)推進新能源汽(qi)車(che)推廣應用和(he)充電基(ji)礎設(she)施建設(she),省(sheng)級機關配備(bei)公務用車(che),除特殊工作要(yao)求(qiu)外(wai),一(yi)律(lv)配備(bei)新能源車(che)輛,各市參照省(sheng)級機關配備(bei)要(yao)求(qiu)配備(bei)新能源汽(qi)車(che)。

山東省“十四五”節能減排實施方案

為(wei)深入(ru)推進節(jie)能降耗和污染(ran)物減排(pai)(pai),根據《國(guo)務院關于印發(fa)“十四五”節(jie)能減排(pai)(pai)綜合(he)(he)工作方案的(de)通知(zhi)》要求,結合(he)(he)山東(dong)省實際,制定本方案。

一、總體要求 略

二、主要目標

到2025年,全(quan)省(sheng)單(dan)位地區生產總值(zhi)能(neng)(neng)耗比2020年下(xia)降15.5%以上并力爭達(da)到全(quan)國(guo)平均水平,能(neng)(neng)源消費增量(liang)控制(zhi)在合理(li)區間;化學需氧量(liang)、氨(an)氮(dan)(dan)、氮(dan)(dan)氧化物、揮發(fa)性有機(ji)物重點(dian)工(gong)程減排(pai)量(liang)分別不低于19.01萬(wan)噸(dun)(dun)、0.76萬(wan)噸(dun)(dun)、15.07萬(wan)噸(dun)(dun)、9.52萬(wan)噸(dun)(dun)。節能(neng)(neng)減排(pai)政(zheng)策(ce)機(ji)制(zhi)更加健全(quan),重點(dian)行業(ye)能(neng)(neng)源利(li)用(yong)效率(lv)和主要污染(ran)物排(pai)放控制(zhi)水平達(da)到國(guo)際先進水平,經(jing)濟社會(hui)發(fa)展綠(lv)色轉(zhuan)型取(qu)得顯(xian)著(zhu)成效。

三、實施節能減排重點工程

(一)重點(dian)行(xing)(xing)業(ye)綠色轉型升(sheng)級(ji)工程。嚴(yan)格能(neng)(neng)(neng)(neng)效約束,以(yi)“兩(liang)高(gao)”行(xing)(xing)業(ye)為(wei)重點(dian),推廣高(gao)效節能(neng)(neng)(neng)(neng)電機、能(neng)(neng)(neng)(neng)源梯(ti)級(ji)利(li)用(yong)、流程再(zai)造(zao)等(deng)設備技術工藝(yi),深入推進(jin)節能(neng)(neng)(neng)(neng)改造(zao)。實施玻璃、陶(tao)瓷(ci)、鑄(zhu)造(zao)、鐵合(he)金、有(you)色等(deng)行(xing)(xing)業(ye)污染深度(du)治理(li),2023年(nian)年(nian)底前完成焦化(hua)、水(shui)泥行(xing)(xing)業(ye)超(chao)低排放改造(zao)。加(jia)強行(xing)(xing)業(ye)工業(ye)革新,實施涂裝類(lei)(lei)、化(hua)工類(lei)(lei)等(deng)產(chan)業(ye)集群(qun)分類(lei)(lei)治理(li),開展(zhan)重點(dian)行(xing)(xing)業(ye)清潔生產(chan),推進(jin)工業(ye)廢水(shui)資源化(hua)利(li)用(yong)。“十四五”時期(qi),規(gui)模(mo)以(yi)上工業(ye)單位增(zeng)加(jia)值能(neng)(neng)(neng)(neng)耗(hao)下(xia)降17%左右,萬(wan)元工業(ye)增(zeng)加(jia)值用(yong)水(shui)量(liang)下(xia)降10%。到2025年(nian),“兩(liang)高(gao)”行(xing)(xing)業(ye)產(chan)能(neng)(neng)(neng)(neng)和數據中心達(da)到能(neng)(neng)(neng)(neng)效標桿水(shui)平的比例(li)超(chao)過30%。(省(sheng)工業(ye)和信息化(hua)廳(ting)(ting)、省(sheng)發展(zhan)改革委、省(sheng)生態環境廳(ting)(ting)牽(qian)頭(tou),省(sheng)水(shui)利(li)廳(ting)(ting)、省(sheng)大(da)數據局(ju)等(deng)按職責分工負責,各市(shi)、縣(xian)〔市(shi)、區(qu)〕人民政(zheng)府負責落實。以(yi)下(xia)均(jun)需各市(shi)、縣(xian)〔市(shi)、區(qu)〕人民政(zheng)府落實,不再(zai)列(lie)出)

(二)園(yuan)(yuan)區(qu)(qu)(qu)(qu)節能(neng)環(huan)保(bao)水(shui)(shui)(shui)平(ping)提(ti)升(sheng)工(gong)(gong)(gong)程。啟動“十四五(wu)”新一輪(lun)園(yuan)(yuan)區(qu)(qu)(qu)(qu)循(xun)(xun)環(huan)化(hua)改(gai)造,具備條件的(de)(de)省(sheng)(sheng)級(ji)以(yi)(yi)(yi)上園(yuan)(yuan)區(qu)(qu)(qu)(qu)全部(bu)實(shi)施(shi)循(xun)(xun)環(huan)化(hua)改(gai)造,促進(jin)(jin)(jin)廢(fei)(fei)(fei)(fei)物綜(zong)合利用、能(neng)量梯級(ji)利用、水(shui)(shui)(shui)資(zi)源循(xun)(xun)環(huan)使用,推進(jin)(jin)(jin)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)余(yu)壓(ya)余(yu)熱(re)、廢(fei)(fei)(fei)(fei)水(shui)(shui)(shui)廢(fei)(fei)(fei)(fei)氣廢(fei)(fei)(fei)(fei)液(ye)的(de)(de)資(zi)源化(hua)利用。引導工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)向(xiang)園(yuan)(yuan)區(qu)(qu)(qu)(qu)集聚,沿黃重點地區(qu)(qu)(qu)(qu)擬建(jian)(jian)的(de)(de)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)項目一律按要(yao)求進(jin)(jin)(jin)入合規工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)。以(yi)(yi)(yi)省(sheng)(sheng)級(ji)以(yi)(yi)(yi)上工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)為重點,推進(jin)(jin)(jin)供熱(re)、供電(dian)、污水(shui)(shui)(shui)處理、中(zhong)(zhong)水(shui)(shui)(shui)回用等(deng)公共基礎設施(shi)共建(jian)(jian)共享(xiang)。逐(zhu)步推進(jin)(jin)(jin)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)納管(guan)企業(ye)(ye)(ye)(ye)廢(fei)(fei)(fei)(fei)水(shui)(shui)(shui)“一企一管(guan)、明管(guan)輸送、實(shi)時監控(kong)、統一調度(du)”,對進(jin)(jin)(jin)水(shui)(shui)(shui)濃度(du)異常的(de)(de)污水(shui)(shui)(shui)處理廠(chang)開展片區(qu)(qu)(qu)(qu)管(guan)網(wang)系統化(hua)整治。鼓勵化(hua)工(gong)(gong)(gong)園(yuan)(yuan)區(qu)(qu)(qu)(qu)等(deng)配套建(jian)(jian)設危險廢(fei)(fei)(fei)(fei)物集中(zhong)(zhong)貯(zhu)存、預處理和處置設施(shi)。加快生態工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)建(jian)(jian)設,2025年年底前,生態工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)比例力爭達到(dao)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)的(de)(de)50%以(yi)(yi)(yi)上。支持園(yuan)(yuan)區(qu)(qu)(qu)(qu)爭創(chuang)*********節能(neng)環(huan)保(bao)示范園(yuan)(yuan)區(qu)(qu)(qu)(qu)。(省(sheng)(sheng)發展改(gai)革委(wei)、省(sheng)(sheng)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)和信息化(hua)廳(ting)、省(sheng)(sheng)生態環(huan)境廳(ting)牽(qian)頭(tou))

(三)城(cheng)(cheng)鎮(zhen)綠色(se)節(jie)能(neng)改造工(gong)程。全面推進(jin)(jin)城(cheng)(cheng)鎮(zhen)綠色(se)發(fa)展(zhan),推動(dong)低(di)碳城(cheng)(cheng)市(shi)、韌性城(cheng)(cheng)市(shi)、海(hai)綿城(cheng)(cheng)市(shi)建(jian)(jian)(jian)(jian)設(she),全域推進(jin)(jin)“無廢城(cheng)(cheng)市(shi)”建(jian)(jian)(jian)(jian)設(she)。城(cheng)(cheng)鎮(zhen)新建(jian)(jian)(jian)(jian)民用(yong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)全面執行(xing)綠色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)標準(zhun),實行(xing)綠色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)統一標識制度(du),積極發(fa)展(zhan)星(xing)級綠色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu),政府投資或以(yi)政府投資為主的(de)公(gong)(gong)共(gong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)以(yi)及其他大型(xing)公(gong)(gong)共(gong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu),按照(zhao)二(er)星(xing)級及以(yi)上綠色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)標準(zhun)建(jian)(jian)(jian)(jian)設(she),“十四五”期間新增(zeng)綠色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)5億(yi)平方米。加(jia)快發(fa)展(zhan)超低(di)能(neng)耗(hao)、近(jin)零能(neng)耗(hao)建(jian)(jian)(jian)(jian)筑(zhu)(zhu),建(jian)(jian)(jian)(jian)立公(gong)(gong)共(gong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)能(neng)耗(hao)限額管理制度(du),推廣合同能(neng)源管理服務(wu),到2025年完成既有建(jian)(jian)(jian)(jian)筑(zhu)(zhu)節(jie)能(neng)改造5000萬平方米。落實國家(jia)綠色(se)高效(xiao)制冷行(xing)動(dong)要(yao)求,提(ti)(ti)升制冷系統能(neng)效(xiao)水平。實施公(gong)(gong)共(gong)供水管網(wang)漏損治(zhi)理工(gong)程,到2025年,全省(sheng)(sheng)城(cheng)(cheng)市(shi)公(gong)(gong)共(gong)供水管網(wang)漏損率(lv)控制在9%以(yi)內。持續推進(jin)(jin)清(qing)(qing)(qing)潔(jie)取暖(nuan),提(ti)(ti)高工(gong)業余熱(re)供暖(nuan)占比,因地制宜實施氣代煤、電(dian)代煤等(deng)清(qing)(qing)(qing)潔(jie)采暖(nuan)方式,推進(jin)(jin)可再生(sheng)能(neng)源在城(cheng)(cheng)鎮(zhen)供熱(re)中的(de)規模化應(ying)用(yong),2025年年底(di)前,清(qing)(qing)(qing)潔(jie)取暖(nuan)率(lv)提(ti)(ti)高到80%以(yi)上,工(gong)業余熱(re)利用(yong)量新增(zeng)1.5億(yi)平方米以(yi)上。(省(sheng)(sheng)住房(fang)城(cheng)(cheng)鄉建(jian)(jian)(jian)(jian)設(she)廳牽頭(tou),省(sheng)(sheng)生(sheng)態環境廳、省(sheng)(sheng)發(fa)展(zhan)改革委等(deng)按職責分工(gong)負責)

(四(si))交通物(wu)(wu)(wu)(wu)流節能減排工程。積極推(tui)進(jin)大宗貨(huo)物(wu)(wu)(wu)(wu)及(ji)中(zhong)長距離貨(huo)運“公(gong)(gong)(gong)轉(zhuan)(zhuan)鐵”“公(gong)(gong)(gong)轉(zhuan)(zhuan)水”,到2025年(nian)(nian),全(quan)(quan)省公(gong)(gong)(gong)路貨(huo)運量占比較2020年(nian)(nian)下降3個百分點。加(jia)強多式聯(lian)(lian)運信息(xi)平(ping)臺互聯(lian)(lian)互通,充分發揮(hui)企業(ye)(ye)聯(lian)(lian)盟作用(yong)(yong),建立多式聯(lian)(lian)運發展(zhan)省域間合作機(ji)制(zhi),開展(zhan)多式聯(lian)(lian)運“一單制(zhi)”試點工作。全(quan)(quan)面實施汽車(che)國六(liu)排放(fang)標準(zhun)和非(fei)道路移動柴油(you)機(ji)械(xie)國四(si)排放(fang)標準(zhun),2025年(nian)(nian)年(nian)(nian)底(di)前,完成淘汰國四(si)及(ji)以(yi)下排放(fang)標準(zhun)營運柴油(you)貨(huo)車(che)國家下達任務(wu),國六(liu)排放(fang)標準(zhun)重型(xing)貨(huo)車(che)占比達到30%以(yi)上(shang)(shang)。新(xin)(xin)增或(huo)更新(xin)(xin)的城市公(gong)(gong)(gong)共(gong)汽車(che)(除應急救援(yuan)車(che)輛外)全(quan)(quan)部(bu)采(cai)用(yong)(yong)新(xin)(xin)能源(yuan)車(che)輛,新(xin)(xin)增或(huo)更新(xin)(xin)的出(chu)租車(che)輛中(zhong)新(xin)(xin)能源(yuan)和清潔能源(yuan)比例不(bu)低于80%。加(jia)強船(chuan)舶清潔能源(yuan)動力(li)推(tui)廣應用(yong)(yong),鼓(gu)勵提(ti)前淘汰高(gao)污染、高(gao)耗能客船(chuan)和老舊運輸(shu)船(chuan)舶。有序(xu)推(tui)進(jin)充換電、加(jia)注(zhu)(氣)、加(jia)氫、港口機(ji)場岸(an)電等基礎(chu)設(she)(she)施建設(she)(she),到2025年(nian)(nian),建成高(gao)速公(gong)(gong)(gong)路服務(wu)區充電站100座,全(quan)(quan)省主要港口90%以(yi)上(shang)(shang)符合條件的泊位,具備向(xiang)船(chuan)舶供應岸(an)電的能力(li)。加(jia)快(kuai)綠色(se)倉儲(chu)建設(she)(she),鼓(gu)勵建設(she)(she)綠色(se)物(wu)(wu)(wu)(wu)流園(yuan)區,提(ti)升逆向(xiang)物(wu)(wu)(wu)(wu)流發展(zhan)水平(ping)。鼓(gu)勵電商企業(ye)(ye)建立實施綠色(se)采(cai)購制(zhi)度,全(quan)(quan)面禁(jin)止使用(yong)(yong)超標劣質包裝袋,加(jia)大快(kuai)遞包裝減量和循環利用(yong)(yong)的新(xin)(xin)技術、新(xin)(xin)產(chan)品推(tui)廣力(li)度。(省交通運輸(shu)廳牽頭,省發展(zhan)改(gai)革委、省公(gong)(gong)(gong)安廳、省生態環境(jing)廳、省商務(wu)廳等按(an)職責分工負責)

(五)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)節(jie)能(neng)(neng)(neng)減排(pai)工(gong)(gong)程。因地制宜推(tui)進(jin)風能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)、生物(wu)質(zhi)能(neng)(neng)(neng)等可再生能(neng)(neng)(neng)源在農(nong)(nong)(nong)業(ye)生產和農(nong)(nong)(nong)村(cun)生活(huo)中的(de)應用(yong)。有序推(tui)進(jin)農(nong)(nong)(nong)村(cun)清(qing)潔取暖,推(tui)進(jin)農(nong)(nong)(nong)房節(jie)能(neng)(neng)(neng)改造和綠(lv)色農(nong)(nong)(nong)房建(jian)設,加快先進(jin)適用(yong)、節(jie)能(neng)(neng)(neng)環保農(nong)(nong)(nong)機裝備推(tui)廣(guang)應用(yong),發展(zhan)節(jie)能(neng)(neng)(neng)農(nong)(nong)(nong)業(ye)大棚。深(shen)入實施農(nong)(nong)(nong)藥(yao)化(hua)肥(fei)(fei)減量增效行動,全面實施節(jie)水(shui)、減肥(fei)(fei)、控藥(yao)一(yi)體(ti)推(tui)進(jin)、綜合治理工(gong)(gong)程。整縣(xian)推(tui)進(jin)畜禽(qin)糞(fen)污、秸稈等農(nong)(nong)(nong)業(ye)生產廢棄物(wu)綜合利(li)用(yong)。到2025年,單(dan)位耕地面積化(hua)肥(fei)(fei)使用(yong)量下降6%左右(you)(you),單(dan)位農(nong)(nong)(nong)作物(wu)種(zhong)植面積化(hua)學農(nong)(nong)(nong)藥(yao)使用(yong)量下降10%左右(you)(you),農(nong)(nong)(nong)作物(wu)秸稈綜合利(li)用(yong)率(lv)穩定在95%左右(you)(you),畜禽(qin)糞(fen)污綜合利(li)用(yong)率(lv)穩定在90%以(yi)上。整治提(ti)(ti)升農(nong)(nong)(nong)村(cun)人(ren)居(ju)環境,提(ti)(ti)高農(nong)(nong)(nong)村(cun)污水(shui)垃圾處(chu)理能(neng)(neng)(neng)力,實施控源截污、清(qing)淤疏浚、水(shui)體(ti)凈化(hua)等工(gong)(gong)程,完(wan)成(cheng)現有1398處(chu)農(nong)(nong)(nong)村(cun)黑臭(chou)水(shui)體(ti)治理工(gong)(gong)程。到2025年,全省(sheng)(sheng)(sheng)55%以(yi)上的(de)行政村(cun)完(wan)成(cheng)生活(huo)污水(shui)治理任務,綠(lv)色防控覆(fu)蓋率(lv)達到55%。(省(sheng)(sheng)(sheng)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)廳(ting)牽頭,省(sheng)(sheng)(sheng)工(gong)(gong)業(ye)和信息(xi)化(hua)廳(ting)、省(sheng)(sheng)(sheng)生態(tai)環境廳(ting)、省(sheng)(sheng)(sheng)住(zhu)房城(cheng)鄉建(jian)設廳(ting)、省(sheng)(sheng)(sheng)水(shui)利(li)廳(ting)、省(sheng)(sheng)(sheng)能(neng)(neng)(neng)源局、省(sheng)(sheng)(sheng)畜牧局等按職(zhi)責(ze)分(fen)工(gong)(gong)負責(ze))

五、保障措施
